I think the biggest apprehension I have when scouting people is that they put images that look like stock. If it is apparent that they created it and/or they tell what they've used, and put in an actual description that really is legit coming from them, fine. But what I'm not fine with is when people steal art and call it their own, and they don't put up a DeviantArt link.
I have 33 art scouts, and until I do more, I think the best thing for me to do is just flag the stolen ones, to clear the way for true artists to be scouted.
Yeah, that's also a great way to help! And I agree, a lot of people use, for example, deviantart 'base' templates as they are called, and never leave credit either... but I guess those can be easy to spot on.

I've actually been scouting people for the audio portal ever since I joined the review request club, although my progress has declined a bit since I've recently gotten busy again. Let's not forget above all that the scouting system applies to the audio portal as well; I say this because audio submissions get the biggest shaft in regards of traffic.
Indeed, I've noticed that the audio portal also needs more attention and help on that side! Sadly, I must accept I'm not very informed about the matter since I don't do audio submitions :c
I too dont understand the scouting process, i didn't have noticed it, i still have not been scouted.I thought I could begin to observe others from 4 posted arts, but not quite. Please scoute me! I really wish scout someone too!!

I really don't care about how many people are scouted, so long as they're worth being in the art portal.
If you're scouting lots of mediocre stuff, that will give a bad impression to the portal and the bar in quality keeps dropping down and down. Eventually people have to be unscouted, which is unpleasant for everybody involved.
I am totally in favour of more scouting to happen .... Just so long as you know of your responsibilities to maintain a beautiful, exciting portal.
What defines "good art" though? This is one of the mentalities that is not allowing people who work hard on their art to have feedback and get the chance to get more people to view their creations. I'm not saying that people who draw stick figures or just sketches deserve to be in, if you know what I mean, but as long as your art shows that you worked hard on it and you want to keep improving, it deserves a chance in my opinion. The Art Portal is not the Featured Art page by any means, beautiful art will indeed have it's recognition but it doesn't mean that only artists with years of doing and professional background can be the ones allowed to be in the portal.

Don't scout people to be nice.
You're doing nobody any favours as they get ignored in the main portal,
And you're making the place mediocre, losing any specialness to scouting and nobody would want to visit the portal.
It is up to you to decide if something is great, but honestly I find some of the stuff you scouted shouldn't be in the portal.
I never scout people to be "nice"... have you at least been reading what I'm writing?
We don't win anything from scouting people in the end, I do it to give them the chance to reach more people with their creations because they deserve it, and to make good art be noticed. I back up each and every artist I have scouted and I do not regret any of them, since one and each of all have something special on their style.
Newgrounds is not an exclusive page for professional artists in the end, there are all types of artists, amateurs as well. The art portal is not a place for "elite" in any way either. And as I said before, that doesn't mean I encourage people to scout everyone, but as long as you make quality content and put a lot of work on it, you should have the opportunity.
This is very important to mention. I've always wondered how the scouting process goes on, and figured some if not many don't do it themselves. It's very valuable that you have brought this up.

I guess TOAS is right (certainly is abrasive, isn't he?), in that scouted artists should be good as well as labor intensive with their pieces. The real problem is when artists think they can post any old thing to the Art Portal, instead of just to their art folder (for fans to see).

I was scouted once but now Im not, dont know if its because I dont constantly upload or becus of the guy who scouted me got "un-scouted", but whatever I still talk to other artists and try to improve my style drawing by drawing, and I also use the low-nothing power we unscoutted people have: recomending people to be scoutted, I wander the unscoutted artist section from time to time and i see a lot of good stuff, guys that constantly upload but the artist that scout are "nowhere to be seen" (kind of, we have exceptions like you, so thanks), well
TLDR: unscoutted people can also recomend artists (not themselfs of course) to be scouted
Tbh, I've been scouted pretty early but if that never happened, I wouldn't have cried a lot over it.
The internet is full of many other websites where you can post your art and -"tbh" X2- newgrounds is prolly not even the best of them on so many levels (too many jealous fanboys voting down, very hard getting exposure in comparison to other communities, etc).
That said, I've only scouted one so far, since scouting can be a very time consuming process, especially if you actually follow those above mentioned 5 points of yours.
